Ms. Jolicoeur has over a decade of experience working at USAID, where she is currently the Director Director, Justice, Rights, and Security Office, Bureau for Democracy, Human Rights, and Governance. Ms. Jolicoeur is based in Washington D.C., but has worked worldwide, including in Kosovo, Afghanistan, the Democratic Republic of Congo, and Indonesia.
